The DOCX has little text
The PDF may be a scan. Use the OCR tool before converting.

Does this tool use OCR?
No. This conversion reads text already embedded in the PDF; image-only scans need OCR first.
Will the Word layout be identical?
Simple documents usually convert best. Columns, unusual fonts and complex tables can require manual adjustment.
